On 1 April, the European Union imposed sanctions on three prominent Libyan politicians opposed to the installation of the UN-backed Government of National Accord (GNA). The three targets were Agilah Saleh, president of the House of Representatives (HoR), Khalifa Ghwell, prime minister of the General National Congress (GNC), and Nouri Abusahmen, president of the GNC.   A meeting was also scheduled for EU national political and security experts to discuss ‘a future possible civilian European security and defense mission in Libya’.

On 3 April, US President Barack Obama met with NATO Secretary-General Jens Stoltenberg to discuss how NATO could help Libya counter ISIS militants as well as train and assist troops in Iraq, Jordan and elsewhere to fight the insurgent group. ‘We are continuing to cooperate on an ongoing basis about operations potentially in areas like Libya where you have the beginnings of a government,’ Obama said after meeting Stoltenberg at the White House.
