On 27 November, the Government of National Accord (GNA) signed an agreement on maritime boundaries in the Mediterranean Sea with Turkey, along with a memorandum of understanding (MoU) to expand security and military cooperation. On 2 December, Speaker of the Tubruq-based House of Representatives (HoR), Aqeela Saleh, wrote a letter calling on the UN Secretary-General, Antonio Guterres, and Arab League Secretary-General, Ahmed Abul Gheit, to retract the GNA’s MoU with Turkey.
On 2 December, the United Nations Security Council (UNSC) issued a statement expressing their “deep concern at the recent escalation of violence in Libya” and stressing the need for “all parties urgently to de-escalate the situation and to commit to a ceasefire”. The statement called for “full compliance with the arms embargo by all Member States” and called on all Member States not to intervene in the conflict or to take measures that would exacerbate the conflict.
