On 23 April, the head of the Tubruq-based House of Representatives (HoR), Aquila Saleh made a televised speech calling for domestic and international support for political reform. On 27 April, the acting UN Envoy to Libya, Stephanie Williams, welcomed Saleh’s political initiative, calling it a positive sign and welcoming “all-inclusive initiatives that aim to end the fighting and division”. There have also been renewed international calls for a humanitarian truce to be implemented.

The US embassy in Libya reacted to Khalifa Haftar’s televised address from 27 April saying it “regrets” Haftar’s suggestion that “changes to Libya’s political structure can be imposed by unilateral declaration.”
