4 December – 10 December 2019: NOC declared force majeure on Mellitah port

On 9 December, the National Oil Corporation (NOC) declared force majeure on crude loadings from Mellitah port after the 73,000bpd al-Feel oilfield went offline on 5 December due to “an unlawful valve closure on the export pipeline from al-Feel field to Mellitah complex.” The NOC has not specified where the pipeline closure is or who is responsible. NOC Chairman Mustafa Sanallah said: “This is another criminal attempt to disturb the work of NOC and it harms the Libyan economy. We call on the local leaders and authorities in the area to identify the offenders. NOC will notify the public prosecutor, and will press for those responsible for this damaging and unlawful act to be held to account.
On 7 December, a Libyan National Army (LNA) MiG23 fighter jet crashed in Zawiyya. One of the pilots, Amer al-Jagam, was captured by Zawiyya’s ‘First Division – Esnad’ armed group.

On 4 December, an unidentified armed group undertook two raids on the GNA’s Ministry of Finance (MoF) in Tripoli. The first raid targeted the MoF’s budget management department in the al-Dahra area. The second raid occurred at another MoF building in the Ben Ashour area. The Presidential Guard is then reported to have intervened and pushed them out. On 9 December, the GNA’s Ministry of Interior released a statement instructing security forces to arrest those thought to be involved in the attack on the MoF.
