16 – 22 September: GNA head Serraj announces plans to resign

On the evening of 16 September, Government of National Accord (GNA)/ and Presidential Council (PC) head Fayez al-Serraj announced on live television that he would ‘hand over’ his duties ‘to the next executive authority no later than the end of October.’ Serraj reportedly arrived in Tripoli from Turkey the day of his announcement and urged negotiators to quickly name ‘a new administration’ to ‘secure a peaceful and smooth transition’

On 18 September, Kufra residents staged mass protests in front of the town’s municipality headquarters to demand the reinstatement of the town’s Libyan National Army (LNA) military commander, General Belgassim al-Abaj. The protestors also reiterated their call to hold corrupt officials accountable, which they have been demanding since late July.

On 14 September, the GNA’s Ministry of Interior (MoI) allegedly issued a decree to create a committee for the purpose of integrating fighters and armed groups. According to the decree, groups or fighters would be categorised as ‘red’, ‘yellow’ or ‘green’. Those designated ‘green’ and ‘yellow’ would be integrated into the security sector, while those designated as ‘red’ would be disbanded.
