On 15 July, the World Health Organisation (WHO) reported that since the clashes began in Tripoli at the start of April, over 1093 people have been killed, including 106 civilians, with as many as 5752 people injured. More than 100000 people have been displaced. Fighting between Libyan National Army (LNA) forces and Government of National Accord (GNA) aligned forces continued in southern Tripoli last week, with notable clashes in Wadi al-Rabea, Ain Zara, Salahuddin and Khallat Furjan.

On 13-15 July, as many as 80 Libyan HoR members met in Cairo at the invitation of the Egyptian National Committee on Libya. The aim of the meeting was to discuss ways to reach a solution to foreign interference in Libya. The group released a statement which concluded that the solution to the current crisis in Libya would emerge from the HoR. The statement affirmed the HoR’s unwavering commitment to Libya’s unity and territorial integrity, the civilian democratic nature of the state, and the centrality of the HoR as Libya’s only legitimate political representative. Though the statement did not call for an explicit ceasefire, it called on HoR members to meet with absentees to conclude dialogue as soon as possible.
