Misratan officials have said that they will not go to war against the LNA to support Jadhran, however after Haftar’s forces succeeded in repelling a counter attack against the Sidra and Ras Lanuf ports, they pushed to within 50km of Sirte where Misrata are currently battling ISIS.

In Sirte, fighting halted last week but resumed fiercely on 27 August. The break in the fighting was reportedly to allow wives and children of ISIS fighters to exit the conflict zone towards the southwest, though there is no evidence confirming this actually took place. It is likely that key ISIS commanders will have taken advantage of this lull in fighting to escape to the south, meaning the destruction of ISIS in Sirte will not mean the eradication of ISIS in Libya… On 28 August, Bunyan Marsus (BM) fighters aligned with the Government of National Accord (GNA) closed in on ISIS-held districts 1 and 3 of Sirte. At least 35 were killed and more than 180 injured as a result of fierce fighting and reportedly 14 attempted SVBIED attacks by ISIS.

The Bunyan Marsus coalition continued its steady advance deep into the center of Sirte, taking major residential areas throughout the week with the help of US airstrikes. ISIS militants still fighting in these areas continue to show fierce resistance using snipers, mortars and SVBIEDs, but the gains made by Bunyan Marsus indicate that the entirety of Sirte may be liberated within the next two weeks.

On 22 August, the HoR managed to hold its first session since February 2016 with the required legal quorum. Of the 101 members in attendance, 61 voted no-confidence on the current GNA cabinet, but gave the Presidential Council a final opportunity to submit an amended cabinet for a possible future endorsement vote. This latest development is quite a blow to the internationally recognized GNA, as certain ministers have already assumed their mandates, but may have to now be replaced… In Western Libya, the conflict map is becoming slightly more complicated. The main tension inside the capital is between pro-GNA militias and anti-GNA Islamist/Misratan affiliated factions, signaling a very likely conflict between these militias after the victory in Sirte is secured.

The Misratan-led Bunyan Marsus coalition made great gains against ISIS in Sirte, pushing ISIS out of its stronghold in Ouagadougu Centre, Ibn Sina Hospital and Sirte University on 11 August. All three buildings were bastions of ISIS rule in the city, and the group’s downfall represents a significant degradation of its presence and control. Paradoxically, the GNA’s impending victory over ISIS is also a moment of rapid decline in its legitimacy. This observation was recognized by UN special envoy Martin Kobler in a recent interview, saying that popular support for the GNA is crumbling due to worsening economic and security conditions throughout Libya.

This tension signals imminent conflict in the capital, and potentially the collapse of the GNA’s political arrangements in western Libya… In Derna, a new agreement was reportedly signed on 13 August by local residents, members of the municipal council and the Derna Mujahedeen Shura Council (DMSC) in an effort to circumvent wider conflict and transition power to neutral actors… Benghazi witnessed a lull in fighting last week as the LNA reorganized its forces and consolidating its control, however clashes with ISIS and Benghazi Revolutionary Shura Council militants continue to take place intermittently in Benghazi’s central districts near the port.

Two major pronouncements were made this week. 1. Misratan forces continued their protracted advance into Sirte as battles supposedly moved into what Banyan Marsus is calling their ‘final stages’. 2. Simultaneously as the fight against ISIS has become less popular for some militia men in Tripoli, non-ISIS jihadis such as the grand mufti are expressing support for ISIS…. US support is also fuelling divides with Misratan ranks between pro-GNA formations and more anti-GNA hard-line militias. These divides may escalate the closer the BM gets to victory in Sirte. Anti GNA sentiment remains high in Misratan ranks, with many fighters rumoured to be actively ready to move against the GNA in Tripoli after victory in Sirte.

The US airstrikes are further polarizing opinion on the ground in Libya and are making strange bedfellows between the Islamists and Haftar who both oppose the airstrikes. It is also being reported that Italy is now offering support to the US operations… Ahmed Mismari, LNA spokesman claimed that the air raid was carried out for US electoral purposes to help Democratic candidate Hillary Clinton, insisting that Sirte would be only liberated by the LNA.

In western Libya, the Misratan-led Bunyan Marsus coalition made more gains against ISIS this week in Sirte. The coalition took control of the Hay El Dollar and Area “2” while continuing to conduct airstrikes against ISIS positions in the Ouagadougou complex. Despite these advances, the fight with ISIS is likely to be prolonged as the group continues to mount suicide vehicle attacks in a number of Misratan-controlled areas. The Sirte port remains under Bunyan Marsus control, despite continued ISIS attempts to retake the port using targeted suicide attacks.

Anti-Government of National Accord (GNA) forces are using the event to re-consolidate political forces that had fragmented after the GNA replaced the former Islamist-aligned General National Congress (GNC) in Tripoli on 30 March 2016… The credibility of the LNA took another severe hit after 14 bodies were discovered on 21 July in a rubbish dump in Benghazi, an area supposedly ‘liberated’ from ISIS in March 2016.

On 21 July, French President Francois Hollande confirmed three French special forces soldiers had died in the downing of a Libyan National Army (LNA) helicopter on 17 July. The event, and subsequent revelation, unleashed large demonstrations on 22 July in a number of western Libyan cities against France and the Government of National Accord, reinvigorating hardline Islamists and revolutionary factions as a force of opposition to both the GNA and House of Representatives.

The Misratan-led Bunyan Marsus anti-ISIS campaign in Sirte suffered setbacks on 15 July when at least 20 men were killed in multiple suicide attacks by ISIS militants… Security threats in the oil crescent are dramatically increasing, with higher prospects of a larger conflict in the short-medium term. On 17 July, fighting broke out between Libyan National Army (LNA) units, supported by local volunteers, and Benghazi Defense Brigade (BDB) in the town of Magrun, only 70 kilometers southwest of Benghazi… The BDB’s momentum is intensifying rifts in the region, especially between the LNA and the Petroleum Facilities Guard (PFG) commanded by Ibrahim Jadhran.

Informed sources say that Libyan ISIS members have attempted to defect to friendly Islamist militias south of Sirte, some of whom are nominally aligned with the Misratans.

On 8 July, a widely publicized leak shed light on active Western military support for Khalifa Haftar and the LNA. The leak has caused disarray in the GNA camp, especially within the ranks of Islamists. This new information is seen as evidence of a Western betrayal of the terms of the Libyan Political Agreement that produced the GNA… Speaking at a House of Lords Committee hearing on 7 July, Britain’s Ambassador to Libya Peter Millett said that he that he had visited Tripoli five times since the arrival of the GNA.

The port of Sirte port is now reportedly under the control of the Government of National Accord’s Bunyan Marsus coalition, after it managed to fully recapture the Suwawa area from ISIS on 1 July. Last week saw intensive fighting, with Misratan fighters making significant advances into the city, retaking the Zafaraan area and 700 residential district on 2 July. Meanwhile, airstrikes and heavy artillery continued to pound ISIS targets throughout the week.

In the coming weeks, Libya’s oil crescent is likely to witness increased tension between three actors: the Libyan National Army (LNA), the Government of National Accord-aligned Petroleum Facilities Guard (PFG), and renegade Islamist militias… The reversal of military momentum once more in favour of the LNA, coupled with the Islamist subversion of the GNA’s anti-ISIS, efforts is bolstering the political position of Haftar and anti-GNA factions… After several Islamist militias broke away from the GNA’s Bunyan Marsus coalition and attacked Ajdabiya on 18 June, the GNA’s political position in the oil crescent was severely compromised, and with it the standing of PFG forces loyal to Ibrahim Jadhran… Meanwhile, the GNA is still holed up in Abu Setta naval base, while other militias affiliated to Islamist forces have a freer hand in the Tripoli.

The Libyan National Army (LNA) made significant gains in Benghazi last week, after a blitz offensive took the district of Garyounis, including the tourist village at Ganfuda, from remnants of ISIS and the Benghazi Revolutionary Shura Council on 22 June… Conflict between the LNA and the Derna Mujahedeen Shura Council (DMSC) did not escalate last week. An LNA spokesperson stated that a two-week truce was initiated to enable a peaceful resolution between both parties. Meanwhile, the DMSC is supporting renegade Islamist militias planning to attack Ajdabiya and Benghazi that have the potential to re-escalate conflict.

GNA-aligned forces from Misrata managed to take full control of Sirte port’s and eastern coastline in Sawawa on 10 June. Libyan navy vessels blockaded the port as GNA forces advanced from the southeast, aided by airstrikes throughout last week. ISIS is currently hemmed into 20 square kilometers at Sirte’s center. Further, ISIS has lost control of all its coastal territory and the port will likely be used as a key transport route for GNA forces until ISIS is eliminated.

The Government of National Accord’s (GNA) establishment of the Adjabiya-Sirte operations room to coordinate the anti-ISIS campaign from the east, and de-facto reinstatement of Ibrahim Jadhran as head of the Petroleum Facilities Guard (PFG) in the central region, in tandem with the PFG attack on ISIS in Libya’s oil crescent, signals that a deal has been made between the GNA and local actors in the oil crescent that circumvents Khalifa Haftar’s Libyan National Army (LNA). While this dynamic effectively puts the GNA in a firm position to negotiate workable, yet temporary, alliances with rival militias to focus on the fight against ISIS, it threatens to expose the GNA to hijacking by groups that are not under its direct control, and who have no other overlapping interests than the defeat of ISIS in Sirte.

Despite the inconsistency of the Western community’s position vis-à-vis ISIS in Libya, as well as the faltering Libyan political process, an international bombing campaign of ISIS forces in the country seems a very probable prospect in the near future…Although US Secretary of State John Kerry, downplayed the US role or the intentions of President Barack Obama to intervene militarily in Libya, the chairman of the US Senate Foreign Relations Committee said that Obama is “on the verge of taking action” against ISIS in Libya.

ISIS’s ‘Wilayat Tarabulus’ media arm released pictures of a training ‘camp’ near Sirte named “Abu Hamza Al-Muhajir”. Photos showed approximately 50 members engaged in shooting practice with different assault and mounted weapons in the desert… On 1 February, the oil pipeline between Al Entisar oilfield and Zueitina port exploded, likely the result of an ISIS attack. Additionally, three IEDs were reportedly found in the Abu-Attifel oilfield near the pipeline, indicating the a sustained ISIS campaign against oil infrastructure in the region.

In Tripoli, pro-GNC militias captured an alleged member of ISIS last week. The captive, a Tunisian, detailed ISIS activities throughout Libya, implicating Murad Al-Gumati, leading to his murder by the Tripoli Rada militia (AKA special deterrence forces or – قوة الردع الخاصة). The incident follows on last week’s assault on an official of the religious affairs ministry who was accused of having ISIS affiliations. Although the Rada enjoys popularity in the capital as a keeper of law and order (such as these concepts are understood in Libya) the Salafist affiliation of Rada’s commander, Abdulraouf Kara, may have encouraged him to provoke a “black-on-black” fight between Islamist militias that are pro and anti-ISIS.

Secretary General Jens Stoltenberg also ruled out such an intervention….
