The Islamist Benghazi Defence Brigades launched a surprise attack against the LNA in the oil crescent last week, pushing the LNA back to Brega and taking control of two oil ports. The LNA has accused the PC of working with BDB and other jihadists to mastermind the attack.

On 25 January, the LNA declared it had taken full control of Ganfuda, with only a few jihadi fighters remaining in the 12 Flats area. The same day, a VBEID killed 4 people in downtown Benghazi. The LNA also continued airstrikes against the DMSC in Derna.

On 5 January, a group of jihadi fighters including ISIS, AS and BRSC militants attempted a coordinated breakout from the Sabri and Ganfuda areas in Benghazi, which are currently besieged by LNA forces.  LNA fighters captured a number of key AS and BRSC figures.

BRSC and ISIS suicide bombers attacked LNA fighters in Benghazi last week, even as gains were made in Ganfuda, and a video was found showing links between the Ansar al-Sharia groups in Libya and Tunisia. In Misrata, BM forces attacked BDB forces who had retreated to a camp in the city while LNA forces killed a high profile BDB commander during airstrikes in Jufra.

On 5 February, the Algerian Minister of Foreign Affairs, Boukadoum, met the head of the LNA, Khalifa Haftar, in Rajma. On 6 February, the GNA’s Minister of Interior, Bashaagha, met with a German government delegation. On 9 – 10 February, the UN-mediated “Economic and Financial Track” Dialogue took place in Cairo. On 10 February, US Ambassador to Libya, Norland, met with Bashaagha discussing the dismantlement of militias.

On 23 January, Algerian Foreign Minister Boukadoum held a meeting with foreign ministers from Mali, Egypt, Chad, Niger, Sudan, and Tunisia, the latter five nations sharing a common border with Libya. On 23 January, Greek Prime Minister, Mitsotakis stated the EU would not agree to a political solution to the Libya crisis while the GNA and Turkey maintain their maritime MoU. On 26 January, Turkish President Erdogan, met with Algerian Prime Minister, Tebboune, in Algeria. On 27 January, German Foreign Minister Maas met EU High Representative Borrell to discuss the situation in Libya. On 27 January, UNSMIL issued a statement saying it deeply regrets the “continued blatant violations of the arms embargo in Libya”.

On 29 November, the GNA’s MoI announced that it had arrested Emad Faraj Mansour al-Shuqabi on charges relating to terrorism and being the coordinator between ISIS and Ansar al-Sharia. On 20 November, the Benghazi’s Criminal Investigation General Directorate captured a suspected ISIS fighter from Benghazi. On 20 November, security forces arrested a suspected Chadian ISIS fighter in Taraghin in southern Libya.

On 26 November, seven members of the DMSC were arrested. On 27 November, the Egyptian Military Criminal Court ruled that Hisham al-Ashmawy would be sentenced to death. On 29 November, two alleged members of the BRSC were said to have been killed in Muwajat al-Juma in the southern Tripoli frontlines.

On 2 November, the LNA claimed a member of the Derna Mujahideen Shura Council (DMSC) is fighting in Tripoli among anti-LNA forces. On 31 October, LNA units reportedly arrested a sleeper cell consisting of Benghazi Revolutionaries Shura Council (BRSC) members in Wadi al-Bawanis.

On 26 October, US AFRICOM claimed that the four US airstrikes in Libya this year had killed 25% of the remaining ISIS fighters in the country and that ISIS-Libya numbers less than 150 members. On 16 October, the LNA claimed to have arrested an ISIS member near Mitiga airport in Tripoli.

On 26 October, US Embassy officials travelled to Benina to meet with notable eastern figures and discuss efforts to end the fighting around Tripoli and seek justice for US victims of the 11 September 2012 attack in Benghazi. On 27 October, the German foreign minister and UN Envoy discussed the Berlin conference in Tripoli. Russia hosted its first Africa summit which was attended by Serraj and eastern government representatives.

On 14 October, the Misratan Counter-Terrorism Forces (CTF) arrested a man in Sirte on the suspicion of being a member of ISIS. On 16 October, a spokesperson for the Sirte Protection Force (SPF) claimed that ISIS fighters had reorganised in large numbers in the mountainous areas of southern Libya. On 16 October, the LNA claimed to have arrested an ISIS member after its Special Forces conducted an operation in the al-Gharat area.
