On 5 September, Sirte Security forces arrested four individuals including a woman, Iman Daw al-Qamati, for allegedly assisting ISIS in the second residential district of Sirte. However, there are several other conflicting reports about the cause of their arrests from authorities and media, suggesting: the arrest came following a warrant from the attorney general; for money laundering; for being pro-Qaddafi; and for being ISIS supporters.

On 31 August, ISIS fighters were detected moving through Garabuli after having supposedly arrived from the sea according to Banyan al-Marsous (BAM) spokesperson, Mohammed al-Ghasri.
