27 November – 3 December 2019: Three alleged ISIS fighters arrested

On 29 November, the Government of National Accord’s (GNA) Ministry of Interior announced that it had arrested Emad Faraj Mansour al-Shuqabi on charges relating to terrorism and being the coordinator between ISIS and Ansar al-Sharia.  The MoI claimed that the Central Support Forces Tajoura Branch had arrested him and investigation procedures were now being undertaken with reference to the Office of the Attorney General.

On 20 November, the Benghazi’s Criminal Investigation General Directorate captured a suspected ISIS fighter from Benghazi who had previously fought against the LNA in 2014. The individual is thought to have been fighting on the southern Tripoli frontlines.

On 20 November, security forces arrested a suspected Chadian ISIS fighter in Taraghin in southern Libya. No other details about the individual or circumstance surrounding their arrest are available at this time. Last week, a group suspected to be linked to ISIS was spotted near the Murzuq checkpoint to Um al-Aranib. The observation led the guarding force, the Tebu-dominated Murzuq Protection Force, to abandon the checkpoint.
