1 July – 7 July: Two captures of alleged ISIS members

On 5 July, Misrata’s Joint Security Operations Room (JSOR) captured alleged Islamic State (ISIS) fighter, Omar Dabbous, who is alleged to have entered Libya in 2016 as a refugee from Syria. According to the JSOR, Dabbous was captured after details emerged that he was in contact with foreign extremist elements. JSOR received a warrant for Dabbous’ arrest from the Public Prosecutor.

On 6 July, the Government of National Accord’s (GNA) Ministry of Interior announced that the Criminal Investigation Department of the Zawiyya Security Directorate had captured an ISIS cell in Zawiyya. The number of people in the cell and their origins was not provided. The MoI claimed the cell was intending to ‘carry out terrorist attacks and plots to harm security and stability as well as to spread chaos in the country.’
